Matteo Bezzi

Co-founder And programme lead

Matteo Bezzi has over 15 years of experience working with international organizations such as the United Nations, the OSCE, and the European Union. His career spans peacekeeping operations, political missions, electoral affairs, and human rights, with extensive fieldwork in complex and post-conflict environments. Matteo has participated in more than 20 Election Observation Missions, with a particular focus on Latin America. He is currently based in Lisbon.

Rafael Rubio

Rafael Rubio is Full Professor of Constitutional Law and Director of the Complutense Observatory on Disinformation at the Universidad Complutense de Madrid, where he previously served as Director of the Technology and Democracy Research Group. He has also served as Deputy Director of the Centre for Political and Constitutional Studies, President of the Transparency and Participation Council of the Community of Madrid, and a member of the Spanish Government’s Open Government Forum. A former substitute member of the Venice Commission, he participated as a rapporteur in the preparation of reports on technology and democracy and served as rapporteur on artificial intelligence and elections at the Congress of the Council of Europe. He is a member of the Academic Committee of the Global Network on Electoral Justice and has advised the OSCE/ODIHR on electoral matters. He has participated in election observation missions across Latin America and has also advised parliaments and electoral courts in Latin America, as well as the United Nations, the European Commission and the Inter-American Development Bank, on technology and democracy.

Jesús Delgado

Jesús Delgado Valery is Director of Programmes at Transparencia Electoral, where he specialises in electoral observation, electoral integrity and democratic governance. He has coordinated and participated in election observation missions across Latin America, including in Argentina, Peru, Honduras and Colombia. He holds a degree in International Studies and is a candidate for a Master’s degree in Electoral Studies. He is also a researcher and author on electoral processes, observation and technology, and has contributed to research and publications on democratic governance and electoral integrity in the region.

Catalina Gaete-Salgado

Catalina Gaete-Salgado is a Chilean journalist and researcher. She holds an MA in Journalism, Media and Globalization from Aarhus and Amsterdam Universities and is currently a PhD candidate in Journalism at the Universidad Complutense de Madrid, where she is also an Research Fellow at the Observatorio Complutense de Desinformación. She co-founded La Pública Chile, an investigative news outlet, and has taught investigative journalism at the Pontificia Universidad Católica de Chile. She has participated in electoral observation and disinformation monitoring missions in several countries and is also a staff member of the EU-funded Press-Forward Center of Excellence. Her research focuses on elections, disinformation, journalism, and democratic resilience, particularly verification and transparency standards among political influencers and digital content creators.

José Mario Achoy

José Mario Achoy Sánchez is a Costa Rican lawyer, political scientist, and doctoral researcher at the Universidad Complutense de Madrid. He holds master’s degrees in Political Science and Public Law from the Universidad de Costa Rica, where he is also a lecturer and researcher. His academic and professional experience spans constitutional and electoral law, public administration, electoral justice, and democratic governance. He has contributed to research and academic initiatives on elections, disinformation, and digital democracy. His current research focuses on the impact of digital disinformation on electoral processes and democratic institutions, with particular attention to the legal and institutional challenges posed by the digital environment and their implications for democratic resilience.
